What the MOFCOM Scholarship pays: yearly stipend, resettlement fee and home-visit airfare

The MOFCOM Scholarship-CSC Program notice sets a stipend of 36,000 RMB per year for master's students and 42,000 RMB per year for PhD students. It also pays a one-off resettlement fee of 3,000 RMB per person, one round-trip international airfare at the start and end of study, and up to "n-1" round-trip airfares for home visits. The stipend is stated as an annual amount. The notice does not say how it is split across the months of the year.

How the home-visit rule works

The notice defines "n" as the length of schooling years set for the student when the programme enrols them, with a maximum of three. The number of home-visit airfares is n minus one.

The categories section says the Master's programme runs 2–3 years and the PhD programme runs 3 years. Applying the notice's definition:

  • A student enrolled for 3 years (n = 3) has up to two home-visit airfares.
  • A student enrolled for 2 years (n = 2) has up to one home-visit airfare.

This is arithmetic on the notice's definition. The notice does not give a worked example, and it does not say whether an unused home-visit airfare can be carried forward.

The annual review

The annual review is compulsory for all students. Students who pass the review may continue to receive the full scholarship in the following year. The notice does not say what happens to a student who does not pass.

What is not paid

  • Other expenses. The notice says other expenses are managed and used by the Ministry of Commerce or the universities as a whole. They are not distributed to students.
  • Postponed graduation. The Ministry provides financial assistance only within the student's enrolled academic duration. Students who postpone their graduation do not receive continuing sponsorship.
  • Spouses and dependants. The notice says bringing a spouse or other dependant to accompany the student is not allowed during study in China, and the scholarship provides no related cost.

Deadlines

The notice gives no academic year and no deadline date. It says applicants should ask the application receiving authority for the deadline of each year.

Questions people ask

Does the MOFCOM Scholarship pay a monthly stipend?

The notice describes the stipend as a monthly stipend and states the amount per year: 36,000 RMB for a master student and 42,000 RMB for a PhD student. It does not give the monthly payment schedule.

Is the resettlement fee paid every year?

No. The notice describes the resettlement fee as a one-off payment of 3,000 RMB per person.

Can a spouse or child receive the scholarship's support?
