What the notice says the programme is
The notice states that the China Scholarship Council implements the Youth of Excellence Scheme of China Program in order to train global governance talents with a broad international perspective, superior comprehensive quality, outstanding leadership and multicultural background.
Its contents section gives:
- Number of students to be enrolled: 200
- Supporting candidates: master students
- Teaching language: English
- Training approach and duration: in principle the curriculum leads to a master's degree and lasts 12 months; some subprogrammes follow the "1+1" paradigm, in which students do full-time basic course work and research at a Chinese university in the first academic year and then work in their home countries in the second academic year while finishing their dissertations, returning to China to defend them as the university requires. A degree is awarded to those who successfully complete the defence.
- Coverage: full scholarship
Which subprogrammes follow the "1+1" pattern is not stated in the notice; it says only that some do.
What you need before you apply
The application section of the notice sets four requirements that matter at the point of applying:
- Apply online through the Chinese Government Scholarship System (studyinchina.csc.edu.cn).
- Hold a pre-admission letter from one of the subprogrammes at least when you apply.
- Choose "Type A" as the scholarship type.
- Use agency code 1563 and select "Youth of Excellence Scheme of China".
The pre-admission letter is the binding step between this list and your application: the notice does not describe a route in which you apply to the scheme first and are then placed in a subprogramme. The letter has to come from one of the subprogrammes listed above, so the subprogramme is where the contact starts.
On handling, the notice says the China Scholarship Council accepts individual applications directly, reviews the materials submitted by applicants, and then arranges expert review. It does not describe any other body as receiving applications for this scheme.
For a fuller description of the scheme as a whole, see this site's page on the Youth of Excellence Scheme of China.
Dates of the 2026 cycle
The notice is for the 2026 intake, with an online application deadline of 23:59 on 31 March 2026 (GMT+8). That deadline has passed. When the Campus China page was checked on 10 October 2026, a notice for the following intake had not appeared on it, so the 2026 dates above belong to that cycle and are not upcoming dates.
Questions people ask
Do I have to be accepted by a university first?
Yes. The notice says applicants should have received a pre-admission letter from one of the subprogrammes at least when they apply, so the letter has to be in hand before the online application is submitted.
How long does the programme take?
The notice says the curriculum in principle leads to a master's degree and lasts 12 months, and that some subprogrammes instead follow a "1+1" pattern over two academic years. It does not say which subprogrammes use which pattern.
Is teaching in English?
The notice gives the teaching language as English. Some subprogramme names carry an "(English-taught)" label, but the notice does not restate the language of instruction for each entry.
Does the scholarship cover everything?
The notice's contents section says coverage is a full scholarship. It does not list the individual items covered, and this page cannot add that detail.
Who actually receives my application?
The notice says the China Scholarship Council accepts individual applications directly, reviews the submitted materials and then arranges expert review.
Can I still apply for the 2026 intake?
No. The deadline for that cycle was 23:59 on 31 March 2026 (GMT+8). The notice does not give a date for a later intake, and no later notice had appeared on the page when it was checked.
