MOFCOM Scholarship eligibility: age 45, three years of work experience and the English score

You are eligible for the MOFCOM Scholarship-CSC Program only if you meet every item in Section III of the MOFCOM Scholarship-CSC Program (Enrollment Guide) published by the China Scholarship Council: you must be a citizen of a developing country other than the People's Republic of China, be under 45, hold the degree required for the level you apply to, have at least three years of work experience, hold a post of the kind the guide names, satisfy its health rules and reach its English level. The programme is set up by the Ministry of Commerce of the People's Republic of China to develop talent for developing countries, and since 2015 it has mainly sponsored young and middle-aged talents from recipient countries to pursue postgraduate degrees in China; the China Scholarship Council is entrusted to administer it.

Every rule below comes from that guide. Where the guide does not say something, this page says so instead of borrowing a rule from another programme.

Nationality and age

You must be a citizen of a developing country other than the People's Republic of China, and you must be under the age of 45. The guide lists these as a single requirement and does not publish a list of the countries it treats as developing, nor does it state a different age rule for master's and doctoral applicants.

The kind of post you must hold

This is the item most applicants misread. The guide does not simply want a graduate with work experience; it names the positions applicants should hold:

  • public officials of division level and above (or the corresponding level) in government sectors;
  • senior management staff of organizations and enterprises;
  • academic backbones of universities and research institutions.

It adds that incumbents with an educational background or working experience relevant to the applied programme are preferred. The guide does not define "senior management staff", "academic backbones" or "corresponding level", and does not say who verifies that your post matches.

Degree and work experience

You need at least three years of working experience, plus the degree that matches the level you apply for:

The guide states the three years without specifying that they must be in a particular field; the relevance of your background or experience appears separately, as a preference for incumbents.

English level

You must be sufficiently proficient in English to meet the academic requirements of the programme, at a level equivalent to IELTS 6.0 or TOEFL 80 and above. The guide does not say whether you must submit a test certificate, which test formats it accepts, or whether any other evidence can replace them. The level matters because of how the programme is taught: scholarship winners must register for an English-taught programme.

Health requirements

You must be healthy physically and mentally, with a physical examination report issued by a local public hospital, and you must not have any of the following:

a) Diseases prohibited by Chinese Entry-Exit Inspection and Quarantine Laws and Regulations
b) Other severe chronic diseases such as high blood pressure, cardio-cerebrovascular disease and diabetes; psychological diseases; or other infectious diseases that may harm public health
c) Being in the recovery period after major surgery or acute disease attacks
d) Severe physical disability
e) Pregnancy

The guide does not state how recent the examination report must be, or whether the report has to follow a particular form.

Two further conditions, and what rules you out

You must show potential for professional development and be committed to promoting friendly exchanges and cooperation between your home country and China. The guide does not describe how either is assessed.

You are also excluded if you are already studying in China, or if you have been admitted to another scholarship programme provided by the Chinese government.

Length of study and language

The programme supports a master's programme of 2–3 years or a PhD programme of 3 years, and study is conducted in English. The guide describes the wider degree education programmes sponsored by the Ministry of Commerce as intended to foster high-end business officials and managerial personnel for recipient countries, covering government, trade, foreign affairs, agriculture, technology, education, culture and health.

What the guide does not say

The page carries no academic year and no deadline date. On timing it says only: "Please consult the application receiving authority for the deadline of each year." It also does not state how many awards are made, which universities take part, or what the scholarship covers.

Questions people ask

Does the three years of work experience have to be in the field I want to study?

The guide states the three-year requirement without tying it to a field. Separately, it says incumbents whose educational background or working experience is relevant to the applied programme are preferred, which is a stated preference rather than the wording of the three-year rule.

Is IELTS 6.0 or TOEFL 80 a required certificate?

The guide says your English must meet the academic requirements of the programme and be equivalent to IELTS 6.0 or TOEFL 80 and above. It does not say whether a certificate must be submitted or how equivalence is shown.

Can I apply if I am already studying in China?

No. The eligibility list requires that you are neither studying in China nor admitted to another scholarship programme provided by the Chinese government.

Is there a separate age limit for doctoral applicants?

The guide states one age rule, under 45, in the list that applies to all applicants. It does not set out a different limit for master's or doctoral study.

Does pregnancy make me ineligible?

Yes. Pregnancy is listed among the diseases and situations you must not have under the health requirement, alongside the other items in the same list.
