Yes, you can still apply — but check the expiry date first. The Application Guide for Chinese Government Scholarship asks you to submit a clear scanned copy of the information page of your ordinary passport, and says that if the validity of the passport you currently hold is less than 12 months, calculated from the expected start date of study, you should renew the passport and use the renewed one to complete the scholarship application. The 12-month line is therefore a "renew first" instruction, not an automatic refusal.
How the 12 months are counted
The guide attaches the count to one point in time: the expected start date of study. It is not counted from the day you submit the online form, and the guide does not say it is counted from the date an award is announced.

The same section states that ACYLS winners should apply for an "X1" visa to study in China, and that those studying for less than six months (including six months) can apply for an "X2" visa.
