Chinese Government Scholarship for Indonesian students: agency number 3602 and the 2026/2027 notice

Where this notice came from
The notice is titled "2026/2027 Chinese Government Scholarship Application" and was published on 27 October 2025 on the site of the Consulate General of the People's Republic of China in Medan. Everything below is taken from that document only; where the notice is silent, this page says so rather than filling the gap from the general Chinese Government Scholarship rules or from another programme.
The dates in the notice belong to that one intake and have passed. They are described here as that cycle's dates.
Who received applications and how they were submitted
The notice set out an online route:
- Applications were submitted in the Campus China system at campuschina.org before 8 February 2026.
- The Indonesian Agency Number was 3602.
- Applicants were told there was no need to send paper materials to the embassy.
The notice did not name a receiving office. It said that, after the application stage, "the embassy sends all recommended applications to China Scholarship Council for final review". It described no step in which an applicant handed in, posted or emailed documents to the consulate or embassy.
Who could apply
Every applicant had to be a citizen of a country other than the People's Republic of China and be in good health both mentally and physically, and had to meet the admission requirements of the applied universities in academic ability, language proficiency and other criteria. The notice then set degree and age conditions by level:

Language and the CSCA rule
For bachelor programmes, applicants had to take the China Scholastic Competency Assessment (CSCA) and upload a valid score report, which the notice listed as Appendix 4; it said the score report would be one of the materials used in university admission review, and pointed to www.csca.cn for more information. Applicants intending to enrol in September 2026 were required to sit the CSCA on either 21 December 2025 or 25 January 2026, and were told to contact the target institution to confirm the test subjects required for the chosen major.
For Chinese-taught programmes, the notice required HSK Level 4 for master's or doctoral study and HSK Level 3 for general scholar and senior scholar programmes, with applicants studying the Chinese language exempted from the general scholar requirement. Applicants who had obtained a degree from a Chinese university using Chinese as the teaching language did not need to provide language proficiency certificates. For programmes taught in other languages, the notice required relevant certificates such as IELTS or TOEFL "in accordance with the requirements of each university" and did not set its own scores.
Levels and number of places
The programme named in the notice was the China–Indonesia Scholarship in Higher Education Program. It offered 20 places for undergraduate, master's and doctoral programmes, described as being used to recruit students who go to China to study marine, medical, health, tourism, education and other required majors. The notice did not break the 20 places down by level.
The scholarship was described as a full scholarship. It did not include international travel expenses — that is the one exclusion the notice stated. It did not list any other excluded cost.
Documents the notice asked for
The notice listed these items, to be uploaded to the system:
- The Application Form for Chinese Government Scholarship, in Chinese or English.
- The passport information page. If the passport's validity was less than 12 months calculated from the expected start date of study, applicants were told to renew it first; an applicant who could not obtain a passport for objective reasons could submit other valid documentation carrying full English name, gender, nationality and date of birth, with the approval of the application receiving agency.
- A notarized highest diploma, with prospective graduates submitting official proof of student status; documents in languages other than Chinese or English needed notarized translations.
- Academic transcripts, with the same translation rule.
- Language qualification certificates as described above.
- A CSCA score report for bachelor's applicants.
- A pre-admission document from an applied university — a pre-admission notice from the international students' admission department, or an invitation letter from a school or professor. At least one was required.
- A study plan or research proposal in Chinese or English: a minimum of 200 words for undergraduates, 500 words for non-degree students and 800 words for postgraduates.
- Two recommendation letters in Chinese or English from professors or associate professors, for graduate programmes and senior scholar programmes.
- Examples of work, for art or design majors, uploaded as "Example of Art/Other Supporting Documents".
- Valid documents of legal guardians in China, for applicants under 18.
- A photocopy of the Foreigner Physical Examination Form, completed in English, for stays of more than six months; the notice said the result is valid for only six months.
- A non-criminal record certificate from the local public security authority, usually issued within six months before submission.
The notice added that uploaded documents had to be clear, authentic and valid, recommended professional scanning, and said applicants would bear the consequences of unclear or unidentifiable uploads.
Dates in that cycle
- Up to 8 February 2026: applicants checked universities and programmes on campuschina.org, contacted universities to obtain pre-admission documents, and submitted the online application with agency number 3602.
- 9 February to 5 March 2026: the embassy sent all recommended applications to the China Scholarship Council for final review.
- July to August 2026: applicants checked admission results in the system; the embassy notified scholarship winners to download the admission notice and JW201 visa form from the system.
The rule on holding another scholarship
The notice reminded students that Chinese Government Scholarship holders were not allowed to hold other scholarships established by the Chinese government at all levels or by the admitting university at the same time, excluding one-time awards. If they did, their scholarship qualification would be cancelled and the received scholarships returned. Applicants who deliberately concealed their funding status would be disqualified and could not apply for Chinese Government Scholarships for three years.

When this page was checked, the notice for the following intake had not been published on that consulate page. The next notice will come from the same body, the Consulate General in Medan, on the same site; its dates, agency arrangements and terms may differ, so the 8 February 2026 deadline and the other figures above should be read as belonging to the 2026/2027 cycle only.
