Who to contact at the China Scholarship Council: the regional admission desks in the application guide

The Chinese Government Scholarship application guide does not publish one general enquiry address. It publishes four regional desks — Asia, Africa, Europe, and America & Oceania — each with a Beijing telephone number and a csc.edu.cn email address. Most practical questions about an application do not go to those desks at all: the guide's own process section sends them to your designated university or to the application receiving agency handling your recommendation.

The four regional desks in the guide

The guide's contact section is headed "VII. Contact Information" and lists the following.

The same section gives one fax number, 0086-10-66093972, and one website, http://www.campuschina.org. The postal address is written as: Division of International Students Admission and Cooperation Programs, China Scholarship Council, Level 13, Building A3, No.9 Chegongzhuang Avenue, Beijing, P.R China, Postcode: 100044.

The guide does not explain how a country is assigned to a region, and it gives no opening hours, no response times and no named officer for any desk.

Which questions belong to the university or the receiving agency

The guide's "V. Application Process" section sets out seven steps, and three of them decide who you should write to.

Step 2 says an applicant shall reach the designated university for admission documents. Anything about what the university requires, what it issues, or what it will accept from you is a university question.

Step 3 says an applicant shall reach an application receiving agency for a recommendation. Where to apply from, who recommends you, and where your papers are collected are agency questions.

Step 4 covers the online form itself: an applicant fills in and submits the Application Form for Chinese Government Scholarship through the Chinese Government Scholarship Information System at http://www.campuschina.org. Step 5 then has the receiving agency submit the recommended candidates list and the application documents — the guide does not describe a route for sending documents directly to the CSC.

Step 6 describes what the CSC does with the file: it organises designated universities and experts concerned to examine applicants' eligibility and academic performance before finalising the short-list. Step 7 closes the loop in the other direction — the CSC notifies admission results to the application receiving agency, which then informs the applicant. So a question about your own result goes to your agency, not to the CSC.

The guide's opening paragraphs explain why the CSC sits at the end of that chain: entrusted by China's Ministry of Education, it is responsible for the admission, enrolment and administration of Chinese Government Scholarship recipients.

What the guide does not say

The guide page carries no publication date and no academic year, so these contact details are the ones printed in the guide text as saved, not details confirmed for a named intake year. The guide does not give an email or phone number for technical problems with the online system, does not set a response time for any desk, and does not say what happens to a message sent to a desk in the wrong region. Where a deadline or a programme-specific rule matters, check the notice for that programme; the guide does not restate them here.

Questions people ask

Which email do I use if I am applying from Europe?

The guide lists europe-admission@csc.edu.cn under the Europe heading, with telephone 0086-10-66093921. It lists no other address for that region.

Does the CSC tell me my admission result directly?

No, not according to the guide. Step 7 has the CSC notify the receiving agency, and the agency has the applicant informed.

Can I post or email my application documents to the CSC in Beijing?

The guide does not describe that route. Step 5 assigns the submission of the recommended candidates list and the application documents to the application receiving agency.

Is there a year or a deadline on this contact page?

No. The guide page carries no publication date and no academic year, and the contact section lists no deadline.
